Foreign Remaining On Board (FROB) cargo refers to shipments that call at a U.S. port but continue to a foreign destination without entering U.S. commerce. Even though the cargo does not enter the U.S., U.S. Customs and Border Protection (CBP) still requires an ISF-5 filing.

When managing large volumes of containers across multiple carriers and trade lanes, these shipments can be easy to overlook.

FROB Detection and Compliance Alerts

OpenTrack continuously analyzes shipment routing and port call data to identify containers that meet ISF-5 filing requirements.

When a qualifying shipment is detected, OpenTrack automatically flags the container and generates a compliance alert within the Enhanced Customs workflow.

To review FROB compliance alerts:

  1. Navigate to the Enhanced Customs section of your OpenTrack dashboard

  2. Open the Exceptions view to see containers flagged for ISF-5 requirements

  3. Click a flagged container to review routing details and the required compliance action

  4. Assign or resolve the task directly from the exception detail view

This removes the need to manually review routing data or carrier documentation to identify FROB shipments.


Optional ISF-5 Auto-Filing

For teams that want to fully automate the compliance workflow, OpenTrack can automatically file the ISF-5 through integrated systems once configured.

When auto-filing is enabled:

  1. OpenTrack detects the FROB shipment

  2. The required filing is generated automatically

  3. The ISF-5 is submitted through the configured integration
